Springfield, MA — August 28, 2025 — The Paper Receipts Converting Association (PRCA) commends the final determinations issued by U.S. Customs and Border Protection (CBP) under the Enforce and Protect Act (EAPA), confirming widespread duty evasion involving imports of thermal paper routed through Malaysia. 

PRCA, which filed the original petitions that launched these cases, celebrates this decision as a significant victory for fair trade and American manufacturing. CBP’s findings uncovered substantial evidence showing multiple U.S. importers avoided antidumping and countervailing duties by falsely declaring Malaysian origin for thermal paper manufactured in China, Germany, Japan, and South Korea.  

Companies Found to Have Evaded Duties Include: 

• Lollicup USA Inc.  

• Lifeguard Gloves (DuroSafe Inc.)  

• FAV Holdings LLC 

• Direct Marketing USA 

• E Merchant Supplies 

• Top Traders, Inc. 

• Quality Paper Distributors, Inc. 

• Strong Medical (Strong Manufacturers) 

• Vesta Global Trading (Vesta STL LLC) 

Malaysian suppliers, including Wingle Industrial and Kooka Paper, were also cited, with CBP finding they lacked the facilities to manufacture or coat thermal paper — confirming the transshipment scheme. 

Key Enforcement Actions: 

• Suspended liquidation and reclassified impacted entries 

• Required “live” entry duties to be paid before goods are released 

• Imposed stricter financial safeguards, including single-transaction bonds 

• Tightened controls to ensure future compliance 

“This decision represents a major step forward in leveling the playing field for U.S. paper receipt manufacturers,” said Mike Rapier, PRCA President and President of the Domtar POS Business Unit. “By confirming the scope and scale of this evasion, CBP is protecting American jobs, supporting fair competition, and ensuring that trade laws are enforced as intended.” 

With CBP’s rulings finalized, PRCA will continue to partner with federal authorities to ensure ongoing compliance and defend domestic producers against unfair trade practices.
