Springfield, Mass., March 11, 2025 —The Paper Receipts Converting Association (PRCA) is pleased to announce significant developments in the ongoing Enforce and Protect Act (EAPA) investigation concerning imports of converted thermal paper rolls from Malaysia. U.S. Customs and Border Protection (CBP) has taken decisive action by initiating an investigation and imposing interim measures on multiple importers suspected of tariff evasion. 

Malaysia has emerged as a major hub for duty evasion in the converted rolls industry, with imports from the region totaling millions of dollars in 2023. On May 31, 2024, the PRCA filed petitions targeting seven importers linked to multiple Malaysian suppliers for tariff avoidance practices. CBP’s investigation has identified reasonable suspicion that several companies evaded antidumping and countervailing duties by falsely declaring Malaysia as the country of origin for thermal paper actually manufactured in China, Germany, Japan, and South Korea.

CBP’s investigation has revealed that these six importers purportedly sourced thermal paper from Malaysian companies that lack production capabilities, instead importing jumbo thermal paper rolls from duty-subject countries and converting them into smaller rolls for U.S. entry. This misrepresentation of country of origin allowed them to evade the payment of required duties, violating U.S. trade laws. 

CBP’s Interim Measures include the suspension of liquidation on affected entries dating back to October 21, 2024, extension of liquidation periods for past entries to allow for further review, and enhanced cash deposit and bond requirements to prevent further duty evasion. 

“This enforcement action is a crucial step in holding importers accountable and ensuring a level playing field for the domestic industry,” said Michael Rapier, Executive Vice President, Iconex Paper and President of PRCA. “Duty evasion distorts competition, undermines U.S. manufacturers, and puts American jobs at risk. PRCA will continue working with CBP to advocate for strict enforcement of trade laws.”
